Past efforts include data analysis and reporting performance and outcomes for signs, pavement, shoulders, roadsides, drainage, traffic, and bridges. In the 2005 Compass report, measures for bridge inspection and maintenance were added, and historic data was transformed from District to Region-levels. In 2006, Compass reports began presenting trends for pavement condition associated with the agency’s biennial inspection cycle. In addition, starting from 2006 the Compass report took on a slightly more customer-focus by presenting overall results as a report card and by organizing the measures according to their maintenance objectives such as safety, stewardship, and aesthetics. Starting from 2008, pavement condition is presented based on the PMMS (Pavement Maintenance Management System) data.

The primary project deliverables for the Compass 2011 work order include data reduction and preparation of one report: Compass Wisconsin State Highway 2011 Maintenance, Traffic, and Operations Conditions Report on:

  • Shoulders, roadsides, drainage, traffic features (field review data)
  • Signs (SIMS database)
  • Pavement (PMMS)
  • Bridges (BOS Highway Structures Inventory System – HSIS data)
  • Winter (WisDOT Annual Winter Maintenance Report)


Work with the Compass Program Manager and other Compass team members to create useful and meaningful measures for understanding and changing maintenance conditions. Work with Compass Program Manager and Bureau of Highway Operations managers to assess, revise, and develop the analysis and reporting procedures used for Compass.

The 2011 work plan will continue to develop the approach for reporting pavement data according to the latest data stored in PMMS.
